You can always "quote" the message you're referring to. This automatically attaches the user name, and I'm pretty sure that person will receive a notification in their inbox.

Quoting only works from the "main" forum. Most likely due to how Michael's coded it. Not sure if it's actually intentional or an oversight. Probably an oversight if I had to guess.
Same thing when looking at threads from the Community tab (Japanese Quick Help) vs the Forum.
Here you can see that the "Quote" link is missing:

PS: There isn't an easy way to open Study Group threads in the forum. I think it only sends you there if you follow a link from your inbox. There *is* a workaround if you know how to get the thread id from the code, but that's not really worth doing unless you wanna test something.
