How to get this animated fountain ?
I found these on gardens of different users, I don't have them in the store
Most of the water fountains (including the one shown) were given away as prizes during special events, so you can't buy them.
The TV is one of the Halloween items, so you'll have to wait until the Halloween items are listed in October to buy it.
So, these prizes were given how?
Examples:
The frog fountain was for people that participated in the beta testing of Kao Garden.
The large golden Buddha fountain was for winners of the Kao Garden contest.
They are given by appearing in your inventory.

can they be given again??
You'll have to be patient and wait for the next contest to come up. There's at least one a year.
Each time the prize is different, so you probably won't be able to receive the old ones, but you'll be able to get something new and different.
at least one a year by that you mean only one person wins it?
No, many people win prizes each event. There's at least one event per year (and probably a few more).
So, how to get informed about them?
There's site wide announcements when they happen. You'll see it when you log in.
